  14. <p>     DIED. James Fletcher, 72, former head of the National
  15. Aeronautics and Space Administration who served two stints as
  16. head of the agency, from 1971 to '77 and from 1986 to '89; of
  17. lung cancer; in Washington. During his first term at NASA, he
  18. persuaded Congress to fund the space-shuttle program, saying it
  19. would pay for itself. Although it didn't, President Reagan
  20. brought Fletcher back to revive NASA in 1986 after the
  21. Challenger explosion revealed the agency's managerial disarray.
